Supporting the Success of the Indonesian Ombudsman, Undip’s Community Service Students Demonstrate the Importance of Public Participation in Monitoring the Public Sector in Village Government.

Pati Regency (02/08) – Students Community Service Program (KKN) from Diponegoro University (Undip) have carried out a program to socialize the importance of community participation in public supervision to prevent maladministration and distribution of brochures related to the process of monitoring digital-based public services in Pakis Village, Tayu Sub-district, Pati Regency.

This program was implemented in the form of door-to-door outreach to residents’ homes on Wednesday, August 2, 2023, to educate the community about the importance of their participation in preventing corrupt practices, collusion, and nepotism (known as KKN) that fall under the category of maladministration. Maladministration refers to poor or bad services. The term maladministration is usually associated with the services provided by the government to the public. Undip’s Community Service Program Students shared knowledge and information on the procedures for filing complaints that can be done by the community if they encounter any forms of maladministration.

According to the Indonesian Ombudsman, there are ten criteria of maladministration, which encompass:

  1. Service providers deliberately prolong the service delivery process.
  2. Service providers neglect to address service requests or applications.
  3. Public service providers lack qualifications suitable for their designated tasks and functions.
  4. Service providers arbitrarily violate regulations during the course of providing services.
  5. Officials solicit money or goods from the public in exchange for favourable service provision.
  6. Service providers fail to adhere to operational procedures and standards while delivering services.
  7. Service providers conduct themselves in an unreasonable, discourteous, and inappropriate manner.
  8. Service providers make decisions or take actions that favour other parties.
  9. Service providers fail to maintain professionalism due to personal interests, resulting in biased and inaccurate service provision.
  10. Service providers either partially or entirely withhold services from the public.

This socialization program is an adaptation of the Indonesian Ombudsman’s efforts to monitor the implementation of public services, both by state institutions and governments, including those organized by State-Owned Enterprises, Regional-Owned Enterprises, State Legal Entities, as well as private entities or individuals entrusted with specific public service tasks, a portion or all of whose funding comes from the state and/or regional budget.

Undip KKN students organised a socialisation related to public supervision to the Pakis Village community. This socialisation activity can increase the awareness of the village community of the importance of their role in improving the quality of public services. Undip KKN students explained to the community that there is a special forum to accommodate all forms of complaints related to the 10 criteria for maladministration according to the Ombudsman RI. The forum can be accessed independently by citizens through the Whatsapp application, Email and the Ombudsman RI Website. In addition, they can come directly to the Ombudsman RI representative offices spread across 34 provinces.

This programme is expected to have an impact on better and more optimal public services. The support programme from Undip KKN students for public sector supervision by Ombudsman RI shows the need for collaboration between institutions and community participation to improve the quality of public services in Indonesia. Public awareness of the importance of their role in improving the quality of public services is needed by continuing to monitor the performance of public servants.
